Here we have Bartz, one of four to defeat him. He's still listed as 5-A, likely 3-C.

I know that people consider bartz and co. beating Neo Exdeath to be PIS, but why do FFIII characters get upgraded for their 2-C enemy?

You're comparing two completely different verses.

It's an outlier for V and not III.

Simple, the tier jump is even worse for V
