Ozpin trained under Korin and Kami, Cinder who was a little bit weaker then him who was new to the fall maiden powers killed Ozpin, anyone by this point skill scale to Cinder

Not to mention Blake has trained with Bann Belladonna, who knows all forms of martial arts sense BoS

Blake could win via being 5 times stronger, her Kamehameha is even stronger and Blake possesses remarkable reflexes, as she is able to dodge a nearly point-blank strike from Adam by using her Semblance. She is also capable of jumping large distances, leaping from building to building and even on moving cars. Her fighting style takes advantage of her agility and reflexes, evading opponents' strikes until she is in the best position for a counter-blow and her Aura protecting her and combat skill

Yuki could even erase Blake from existence with her Ying-Yang Beam, but that's mostly used in dire situations of a last-ditch effort as it drains her own life force and leaves her completely vulnerable. However, it's possible Blake could condense Yuki's Yin-Yang Beam to a sphere like Michi did, assuming shes capable of doing so.

Alright, after looking everything over again, I'm going to go with Incon. Blake has the higher skill and AP, but Yuki has a variety of different Hax and could erase Blake from existence if given the opportunity. So, I can see this going either way.
