With speed equal i'd give this to Splinter with high difficulty. Both have a lot of combat experience but Gasciogne's skill is somewhat hindered by his insanity, and pretty much entirely lost when he enters his Beast Form (Although this state gives him a bit of unpredictability). However, he likely has the power advantage, which is increased when he enters Beast Form. Plus, given Splinter's appearance, Gasciogne could easily mistake him for a beast and go berserk from the start. Then there's the issue of Gasciogne's Blood Vials, but he only has a limited number of them and he loses access to them entirely once he enters his Beast Form.

With Splinter's current profile stats, this becomes a stomp if speed is equalized, since he's now a class stronger and several tiers more durable.
