Does Charisma in fate allow for country level Mind Manipulation for people such as Rider (Quetzalcoatl) and Gilgamesh (Fate Series)?

It isn't especially strong Mind Manipulation.
Charisma is more like making you more convincing. So if Saber were to say that she had the biggest empire ever, you'd be more likely to believe her.
She's naturally inclined to lead, but she can't force anyone to follow under her.

It subtly influences people to make them more likely to listen to and follow orders.
For instance, in Carnival Phantasm, Saber gets hired at the cafe. But all of her co-workers and her new boss are instantly inclined to bow to her because of her B-Rank Charisma.
Jeanne was able to convince a truck driver to stop in the middle of the road for half a day simply by asking him because of her relatively low C-Rank Charisma.

It sounds like partial mind manipulation but not actual brainwaishing. But IDK the verse, so you should know better than me on this.
