Well, she is currently rated as this:
Tier: At least Low 7-B | Low 6-B, High 6-B with Environmental Destruction

but I don't think that the keys should be separated with a ''|''

because the only different thing is the amount of present water that she absorbed, and as we know, she is made of Water/Liquid.

that being said, I think that she should be rated as:
Tier: At least Low 7-B, up to Low 6-B with Water Absorption, High 6-B with Environmental Destruction
 
I don't have an issue with ENW having separate keys for the two differently named forms.

Not really any different than Frieza having multiple keys.

Frieza case is due to transformation/des-transformation

Evil Water case is due to amount of water present in the enviroment, thats why I think that ''Up to'' is better than a ''|''
