So...this is kind of a weird match. Going by the description, it says Joker has access to the Anti-Life Equation which I'm pretty sure is 6-D. That being said...unless I'm reading this wrong, Joker has...literally no resistances outside of disease manip. So Kefka can one shot with literally anything, and unless all of Emperor Joker's hax is supported by the ALE, Kefka resists quite a bit of the big stuff Joker has to throw at them, not to say he has nothing that works here. Plot, Mind, Memory, and Petrification hax should work here.

Anyway, I guess comes down to whatever Joker starts with. Unless he uses haxes that are insta wins for him as his starting move, Kefka one shots with literally any spell he wants.
