Arc 5 is maybe only like a 9 times out of 10 in Julius' favor, yeah. That's about the closest they ever are though. At least, once you include Emilia's whole kit like Absolute Zero and Ice Blossoms and not just how she usually fights without them. Because without those arc 7 Emilia vs arc 5 Julius would be closer for sure.
