Isn't it unlikely for him to be in that form for at least 15 appearances(?), considering he only reaches that peak state when facing an Omniversal threat? But if you still don't want to break the rules, that's ok

What I fear is a sequence of other exceptions for a reason or another, because then you may argue that other characters have cool or superpowered forms, often with even more appearances that Ego's, and then our rules become moot.
