9-B, so I feel inclined to ask which one you mean to include.
Though, given that SBA says assume strongest, I suppose it would be Canon's Jar Jar, since the Lego version seems to lack a Calculation to scale to, & thus, is baseline. (Though, Canon scales to a Reference for Common Feats feat calc himself, so he's only slightly less vague.)

Though, if it's meant to be Wall Level or higher, I don't understand how, & if not.... Well, 9,408 Joules is less than the 15,000 joules starting point of Wall Level, & AFAIK, Duke Nukem's other feats are uncalc'd.

PE = 70*10*9.81 = 6.867e3 Joules,
Street level
Average building (30 m)
PE = 70*30*9.81 = 2.0601e4 Joules,
Wall level
I'm not sure which is meant to be used for Jar Jar's profile, so.... As I understand it, the former 6867 joules would only be about 73% that of the calculation Duke's being scaled to... but since both profiles are at 9-B, both should be assumed to be at least at the Baseline 15,000 Joules.
Meanwhile the 2nd lowest value for the feat Jar Jar is being scaled to, is 20,601 joules. A little over 125% higher than baseline Wall Level.
....So Jar Jar MIGHT hit slightly harder than Duke Nukem, hilariously enough. (Which is a hilarious mental image.)
