Hiei did 16 slashes at once but yusuke only seen 8
Would that mean hiei is 2 times Faster than yusuke or unquantifiable Faster?

He'd definitely be much faster than him but I'm not sure if seeing only half the attacks he did means he's exactly twice as fast. I'd say faster by an unknown amount, but that's just my thoughts.

Maybe Yusuke and Hiei belongs to the same speed level, but Hiei is a little more fast that Yusuke, but he is still in the same speed level. For example:
Yusuke' speed: Supersonic ( 400 m/s)
Hiei' speed: Supersonic (650 m/s)
