Diavolo will allow Doppio to use KC at its fullest if by this site's rules he cant take control.
Diavolo cannot give Doppio the ability to erase time.

Doppio can see ten seconds into the future. If he knows that Midoriya KOs him and there's no way to get out of the situation, Diavolo takes back control of the body.
Even when Doppio is simply just harassed by other characters Diavolo pops out and takes care of the situation. Yes he communicates through hallucinatory phone calls but Diavolo himself has taken over Doppio right before trouble.
I would have a hard time figuring out why Diavolo would not just take over Doppio and save him from this life threatening situation when he has done it for much lower stakes.

Sounds like an integral part of his character. Restricting it is basically removing a soul and personality from his body altogether.
If he has Diavolo's arms, he has Diavolo period. You can't restrict abilities and him naturally making the personality change is an ability.
What you CAN do is start off with a specific form, or take a character before they earn a transformation. Unfortunately Doppio has always had Diavolo.

This isn't much more than just restricting a higher transformation for Goku. If you want to argue about that, go the the thread in which it was decided to add him the Doppio key

This is probably going to be removed because Doppio turning to Diavolo in battle is being discussed.

Diavolo threatened to do it many times in the fight against Risotto. Near the end he literally told Doppio to stand still and don't do shit, and that he was coming. Luckily it didn't have to come to that because he had already won by that point.
