Does this count as a speed feat?

Assuming right to left reading (Manga tradition), I see a panel of a handgun really up close, but then it's a shot fired and narrowly missing though still sort of got her assumed the cut.
It would probably be passed as aim dodging.

There's still not a panel image of a "Bullet in motion with the shooter still within the line of fire" it goes from bullet not yet fired and shot already fired but target moved and missed. Though the "He noticed my bloodlust" could be interpreted as some kind of extrasensory perception.

Well he had his back faced to the bullet and dodged that, he didn't anticipate the bullet coming from that direction, so wouldn't that count as reaction speed?
 
The “he noticed my bloodlust” line implies that he did anticipate the direction of the bullet, so it’d probably still be considered aim dodging

Well, couldn't that also be a figure of speech? I don't think he could predict who would shoot him, since there were multiple people ready to fire at him. Here's a few more panels:
