Does the creation of technology through magic/reality warping count towards intelligence?

Title is the question. Would a character, let's say: Discord, creating a huge mech, space ship, and other technologies through reality warping mean they're just that smart to be able to construct them themselves?

Not really. When using things like creation or reality warping, they don't really require in depth knowledge on how to build the thing in question unless specified. There are characters with basic intelligence who create constructs but don't possess the intelligence to make it normally then there are others who do. But normally, I don't think we give intelligence ratings for such things.
