Does Radion affect the New Gods' abstract self? Does it qualify as NPI?

What the title says.

I'm mainly thinking of the Radion Bullet used by Batman (the one on the scan used for New Gods' Abstract Existence).
 
In the story, I guess when Radion was used it struck their physical forms (like Orion and Darkseid were already inside the multiverse as an avatar). But Grant Morrison in his interview said that this element's main stuff is to kill an idea such as killing Darkseid's divine essence so that might be counted for NPI.

Wasn't it called a platonic bullet made to kill new gods which abstract ideas.
yes, its main job is to kill ideas that will be counted as NPI. But in Final Crisis and its prelude, both times this bullet has used the characters were already in their material form like Orion was flying through time in the multiverse and Darkseid inside the body of his human host. So technically bullet never touched any non-physical being and death to the idea was more of a chain reaction.
