Vegeta can access Super Shenron and regular shenron. Goku can also he just hasn't shown it

Why would you just assume that? Xeno Goku is almost always still a step ahead of Vegeta (ironically), so why would Vegeta suddenly have access to Super shenron while Goku doesn't? Also, summoning an eternal dragon is almost universal around the DB universe. If you're able to summon regular Shenron, you can summon Super Shenron And Porunga.
