if an low 2-C being with high godly regeneration fight an Low 1-C one with no hax at all to negate it.
Does the low 1-C being gonna negate the regeneration of the low 2-C one or not ?

Having a higher ap does not negate regeneration, however, destroying their dimension could kill them if they have no evidence of being able to survive outside of their Cosmology.

It's not about just surviving in a void, it's about surviving outside of all the levels of your verse. If they could survive with or without their Cosmology with no issues at all, meaning it has no effect on them either way, then yes.
