Rules:

AP, durability, and speed are all equalized.

Both are in-character and have no prior knowledge of each other.

Fight to a KO or until either one of them surrenders. No deaths or BFRs.

If you equalize everything the only differences are their hax and personality. Discord is more malevonent, especially during his control of Ponyville. Since this goes to just surrender and they have equal feats of power Discord could just intimidate Puff into backing off. Puff may even outright lose his power considering Discord's power may affect the town's children, causing them to possibly lose their love.
