No. Having time stop doesn't mean you resist time stop. You need feats of moving when someone else has stopped time.

Garfield also has regen and could theoretically, eat DIO

Not with the tier gap he can't. I'm also pretty sure that the strength gap is more than big enough to beat Regenerationn.

Not kill Garfield no. Definitely not. That Regen is way to high. His power level would need to be Immensely higher than what it is. He would have to be able to bypass Regen else he can't kill

The difference between 8-C and 9-B is huge. More than enough to vaporize.
