I have a feeling that Luigi has more chance of winning. Luigi has his Final Smash to slow down time, has better lifting strength, has useful items such as invisible flower, likely has better intelligence feat.

Dino is debatably a better fighter as he has more experience with hand-to-hand combat and is skilled with knives. But that time stop might be a bit too much for him to really handle, so I'll vote for Luigi FRA
