4D is Tier 2, ranging from Low 2-C to 2-A.
Goku has 4D Power but is a 3D Being.
You can become a 4D by being stated to be 4th Dimensional or Higher Dimensional compared to the 3D Universe.
Edit; Existing as a Universe also works.

1. Of course, there are lots of characters like that on the wiki
2. A Character can become 4D by being geometrically superior to the 3D structures
It could also be R>F to the 3D structure, making the character sees of 3D structure as infinitesimal
