Is bedrock any different in terms of destruction value compared to regular rock? Would drilling tunnels be similar to digging up from underground in terms of AP? Does it scale too AP?

Bedrock is basically just a layer of normal rock under the loose stuff like soil, sand, gravel, etc. So you’d just use normal rock destruction. You should also be wary with feats of drilling and digging, since those are typically over time/use several actions.
