Billy have a x2.5297306750612103 (basically 2.5x times) ap advantage over Toji,probably higher since Billy upscales
Both have knowledge on each other,so both would very definetly kill each other as fast as possible.
all in all,i'd say Billy got this,however he would be very cooked at the end of the fight

I thought Toji was baseline, upscaling from 8-B+. What does he scale from?
Both have knowledge on each other,so both would very definetly kill each other as fast as possible.
It would seems Toji would want to get as close as possible, whereas Butcher would prefer keeping the fight at range (knowing about the cursed weapons, specially the soul katana)
all in all,i'd say Billy got this,however he would be very cooked at the end of the fight

Both have good advantages here, but I believe Toji's are much better:

1.- Skill: He is presumably more skilled than Butcher himself, at least in the field of fighting against superhumans and supernatural beings, as we cannot forget that Butcher is using a power temporarily and has never handled it before, so his proficiency with it is not exactly the best, while Toji is someone accustomed to the supernatural, being a tactical and skilled fighter against it. Probably thanks to his acrobatics and analytical prediction, he could dodge Butcher's attacks until he eventually finds a gap in his defense and ambushes him.

2.- Durability Negation: Butcher could really severely damage Toji physically, although it may not be a viable option, so he would likely resort to lightning, which is even stronger than his physical strength, increasing the gap by 2.5 times. Still, Toji is not far behind and could easily negate Butcher's durability thanks to his katana, which I don't think he will neglect too much considering it is his best way to defend himself against Butcher and he has prior knowledge of him.

3.- Speed: There is a massive difference in speed between Butcher and Toji, which varies between 775 times and 305 times. With superior speed, Toji could easily subdue Butcher if they enter close combat range; Butcher would not be able to disarm Toji, with his only option being the lightning.

4.- Resilience: Both Butcher and Toji have superhuman resilience; however, Toji's is more impressive as he has a considerably better regeneration rate, more resistances, one of which is vital for him: his heat resistance, which scales to Maki's against Jogo's attacks, capable of burning a person instantly, being able to withstand this only with his innate toughness.

Kinda. Lets not forget that he also fights other experienced Supes, and besides his powers aren't that complex, he shoots laser beams from his eyes... that's it. He's still a very good marksman and H2H fighter, and besides he's shown combining his laser eyes in H2H to deal devastating damage, like when he grabbed SB and burned him with a point blank heat vision.

They both have prep time and Butcher has sedatives and halothane grenades that he can use to set traps (btw he's so good that it worked on Black Noir) to knock him out

It's not to undervalue Butcher's skill, which is really good, but there is a difference between using your vision as a weapon and using a firearm. Aiming with a weapon and using your own sight are different things, and only one of them does Butcher have a good sense of how to handle it, while one time he used his powers quite uncontrollably with his rays, whereas Homelander seems to be more precise or controlled in his aim, at least in that aspect. Other than that, everything else is true, and also Butcher could use halothane or some sedative against Toji since he has no resistance to it, although his prior knowledge and numerous senses easily allow him to deal with it.

As stated by Hughie, he naturally knew how to use his powers just after using Temp-V, and later Butcher fought Homelander just fine with his lasers. Not disprove your point, just saying that is not a difficult powers to learn and he already naturally knows how to use it.

Yeah, Butcher best chance there is just keeping Toji away... Also Butcher shoots lasers, not lighting

His mobility is way above anything Butcher has fought before, he also has resistantce to Extreme Heat.
The resistance maybe not stop Heat Vision completely, but otherwise, counted.

The point is that it loses the fire damage factor and makes it less likely for a single laser beam to kill Toji, depending on how the shot is made. If it manages to be precise enough to hit the head or directly to the torso, it would likely be fatal, but damage to the limbs or grazing would be quite treatable.

Tbf, Maki did said herself that she needed to stop for like 5 minutes to heal, plus Butcher has prior knowledge. It's not unreasonable that he could go for a killing shot, and even if he missed, the damage would stay briefly.
