Rorschach's profile also says he's capable of stealth, but he has no feats to back it up, nor is it listed in his abilities. However, Dexter is good at detecting surprise attacks, so he wouldn't have much trouble dealing with opponents who also use stealth tactics.

The exact AP of Rorschach is also unknown, but based on his "falling from buildings" feat, the minimum should be 17.9 kilojoules. This gives Dexter a 1.7X advantage. This combination of AP, LS, and stealth should simply be enough to guarantee a victory. Maybe it's even a stomp.

I would also say Rorschach has better skill since he can take down 6 men and survive a fight with 8 men while Dexter is comparable to someone who held his own against 4 cops but ultimately still getting defeated

Rorschach definitely has better combat skills than Dexter, but the point is that combat probably won't even occur if Dexter manages to launch a surprise attack. Dexter could simply try to subdue Rorschach or M99 him and save himself a direct fight.

Why are we assuming that Dexter's stealth is so much better here? Rorschach broke into a top-secret United States Military base where the Government was storing experimental technology with basically no gear.

Rorschach's profile gives virtually no indication of his stealth abilities. While that's definitely better than most of Dexter's feats, I doubt it's enough to bypass his senses, which would otherwise indicate Rorschach's presence.
