You can't timestamp a video link unless the site you're getting the link from allows it, that's just a convenience that youtube gives its users.
 
Yeah, only certain engines have time stamps. It might be best to list numbers if there's no way to timestamp.
 
A thing to do for those links is upload the part of the video you want onto GIFHUB or Imugr
If you want to do that (primarily for making .gifs), you will need to download the vid in the link in some way (most hosting sites have options where the video that you are watching can be downloaded), and then use a video editing program to crop a specific part of the video out, and then convert said cropped clip into a .gif file.

Gifmaker is a site that allows you to make .gif files from video clips.
 
So I found a TMNT 2012 ep and it is not on YouTube because of Copyright Reasons and I wanna know how to know to time stamp a video that is not from youtube.
