Deku's 20%

Currently 20% Deku is at High 8C+ for shattering Overhaul's spikes and being confident to oneshot. Deku however is capable of breaking Overhaul's arm with his Manchester Smahs and Overhaul needed to use his quirk to heal his arm. Here

Manchester Smash missed and still managed to heavily injure Overhaul's arm, I think we could use that as another supporting feat for his current rating.

But shouldn't a glancing blow dealing that much damage to a High 8C result in a 8B rating?

I'd like to mention that with 20%, the shockwave of a mere finger flick is as strong as a 8% punch, so the difference between these two percentages is huge.

That's right, but I don't think we can upscale 20% to 8-B from that.
