In terms of experience Mirko's is higher, as she was fighting thugs and crushing multiple underground fight clubs when she was still in middle school. Though Izuku is overall smarter, he isn't as skilled as he would be in later keys. Where he has experience with fighting people faster than him.

To be honest this would normally be a very straight fight, none of them have any massive advantages that they'll exploit over the other. Izuku has the lifting strength advantage, but he isn't a grappler and Mirko isn't one either. Though it will make it so Izuku can send her flying easier.

5% Izuku and Mirko are scaling to the same value of 5.12 Tons. Though Mirko is scaling a bit above. As her kicks are on par with Hood's strength, who can break Rappa's shoulder in one punch, eho scales to 5.12 Tons. So she'll have a bit more power than him.

However the biggest advantage for Mirko in this fight is her speed. Izuku is Mach 7 and Mirko is scaling somewhere around Mach 21. Slower than Hood, who can avoid Rappa's Strongarm, which can pressure Overclock's 3X speed boost. So she is at least 2X faster or at most 3X faster, since she was still grazed by Hood's attack.

With these conditions I'll give this to Mirko via more fighting experience, higher AP, and higher speed.

Joint Training Arc 8% Izuku would win though.

I'll also vote for Mirko due to her slightly higher AP, greater experience, and higher speed. If it was 8% Deku, that's a different story since he's got more experience, higher AP, and greater analytical prediction than his 5%, but here, Mirko wins.
