Deku has great LS adventage. Deku and Lapis Lazuline has similar AP and Dura. However, Lapis Lazuline has less chance to be hit because of her Precognition. Lapis Lazuline's resistance to air makes that Deku must have a close combat to defeat Lapis Lazuline, allowing Lapis Lazuline have less pressure from Deku's true flight. Finally, Lapis Lazuline's Mid-Low Regeneration allows her to more easily to survive while Deku does not have any Regeneration.

To note, Lapis won't be completely unaffected by Deku's air attacks, but she'll definitely resist the pressure and impact from it. Tornadoes though, that's an entirely different matter.
