I'll vote Deepa cause he can pretty much neutralize or massively minimize the damage of the bombs with his Carbon Armor. If Deidara goes into the air, he can use Carbon Cubes, or Carbon Rings to destroy the bird in the air. In close combat, I'm fairly certain Deepa stomps him, though Deidara wouldn't go to Close Combat anyways. C0 should be restricted due to the AP.
I think Deepa can defeat Deidara before he pulls out C4, because he has the range to do so.

Well, if you agree that Deepa can beat Deidara before C4, then there is no need to restrict C0 which is your last option.
