The terms original meaning was based on popularity of the three manga mentioned which were the most popular long time back. HST is now technically invalid since bleach is not 1/5th as popular as it used to be and naruto is over

Power Levels are BS though... they weren't really even used after the Frieza saga... if Power Level scaled linearly, Farmer with a Shotgun would be country level...

But they're still a measurement of ki, they're not ranks one can assign to anyone.

They were stated to be useless because a character can have a PL 5 in supressed form to Over 9000 in normal, and it can make jumps depending on techniques such as kamehameha.

And there are 200 to 300 billion stars in our galaxy.

I specifically made sure that the number of nines is logical

Now of course this isn't nearly enough for HST to beat DBZ but I thought that they have great hax which would be scaled up, so they'd at least stand a chance

No they won't. And adding this many numbers creates hypothetical situation. You want to see HST beat DBZ but that's not happening. Sorry
