DB 4Bs

Considering only Toriyama's original manga, they should be quite high within the tier especially Super Vegito but as has already been stated, we don't have a great way of quantifying the gap between the highest and lowest end 4-Bs in canon DB.

On the other hand, with a casual 1st Form Freeza calc'd at ~35.2x away from being 4-B himself, a massive scaling chain up from there, and Cell saga high tiers at 4-A backscaling from high end 4-As in the Buu Saga, the strongest Toei 4-Bs should be extremely high within the tier.
 
I believe there is implication in the Buu saga that Super Saiyan Goku and Vegeta could defeat Super Perfect Cell. Dabura was compared to Cell's power and neither were particularly concerned about facing him. There is, also, nothing indicating Vegeta had Super Saiyan 2 prior to Babidi's corruption, to memory, so it's arguable that SS surpasses Cell.

If I'm correct that SS surpasses S-Perfect Cell, that means Goku and Vegeta are at least stronger than Cell ever was, when they go Super Saiyan 2 and Super Saiyan 3 they would be much higher than that.

So overall, at least several times Cell's own 4-B feat.
