So to start, Akuma has a 1.25x AP advantage while Haxurge takes LS by 1.25x, crazy. It seems Akuma has a huge skill/experience advantage fighting people like Gouken who trained Ryu and Ken who are some of the greatest in the world and who mastered the Power of Nothingness, Necalli who’s hundreds of years old and specially hunts the strongest fighters to eat, Oro and Gen who are wise old masters, etc. He also has speed and special move amps, though Haxurge has permanent amps plus statistics reduction on its side plus electricity stuffs and force fields.

Hie experienced is Akuma with electric attacks and such? Daxurge also gets STAB from Rock attacks so there's that as well. And yeah, if Akuma decides to use amps, Daxurge will do the same which it can with Rock Polish and Sword Dance. Also it can use an Electric Terrain boosted Rising Voltage to deal some insane damage (in comparison to Pokémon's traditional damage dealing Electric attacks like Thunderbolt).

STAB also only gives a small AP advantage with how relative these guys are not accounting for messing with stats. Akuma also has things like his illusion creation which is also a speed amp and air attacks to avoid getting hit by the rocks. Daxurge has crazy options, but Akuma has his trump card in the Raging Demon which should let him destroy Daxurge’s soul if hit which is near likely with the illusion dash. Akuma can also inflict stun with enough hits for damage or landing the Raging Demon.

I mean, I would think Ryu's projectiles wouldn't be as crazy as Rising Voltage which is just straight up a massive blast of electricity seemingly coming from the clouds. Also on the topic of stunning moves, Daxurge has two moves guaranteed to cause some pretty bad paralysis in Glare and Thunder Wave.

I suppose, though that could be dodged depending on the range with Akuma’s dash. Akuma has plenty of options for avoiding Daxurge’s moves besides Glare. He has analytical prediction, teleportation, illusion creation/speed amps, and being able to jump tens of meters.
