Because he has a massive ap advantage and from what I’ve seen from palp in terms of what he usually starts which is just the usual light sabe or force combo and even with tp hulk could arguably resist with his higher end to resistance feats

Marvel's AP in 4-B is nowhere near Baseline 4-B. And Sidious only has upscaling, albeit big upscaling from baseline 4-B in Dark Empire

There is abit of an issue with like, scaling for it, but for most purposes I reckon any psionics user in Marvel should scale to Low 1-C
