Just watch this. https://youtu.be/EXZapjcG8QY. He took hits from both Palkia and Dialga and dished out some damage but he is only town level? Is there any reason? My only idea is PIS but still.

Darkrai's stats don't make sense.

Because it was PIS dialga and palkia created the Pokemon world and the pokemons themselves iirc

I dont see a reason why it would be PIS. Darkrai was consistently able to at least keep up with them. He even temporarily trapped them in a dark barrier strong enough to surpress both Dialga and Palkia's signature moves which can cause shockwaves throughout the pokemon universe.
Also if we are able to factor in games, Darkrai was cabable of doing serious damage in the mystery dungeon and pokepark games. IIRC Bulbpedia even stated Darkrai absorbed somewhat of Dialga and Palkia's power, giving him decent control over time and space.
The only real inconsistency we have seen from Darkrai in the anime is when Ash's sceptile beat one and that was a completely different Darkrai then the one in the movie. I think Movie Darkrai should get somewhat upgraded.
