The dummy is faster (never thought I would say those words), but Dante is far stronger, and is likely going to win out in a war of attrition. Not to mention he should have the abilities needed to actually hurt the dummy. I mean...I don't know if he can "kill" it, but he can cause it enough pain to make it run off (like what happened with Napstablook).
 
Dante slows down time via quicksilver and then goes for the Jackpot bullet. BFR'ing Mad Dummy. I mean if it can BFR Mundus who was capable of travelling throughout different universes (human and demon world) then Dummy cant get out.
 
I'm pretty sure that Dante can harm incorporeal/intangible beings as an explicit part of his powers. Even if it isn't somehow, he rather explicitly wields magic as one of the primary sources of his powers, so there's little stopping him from dropping a gigantic AoE energy blast on the Mad Dummy, and given the DC/Dura disparaty the Mad Dummy isn't surviving very many of those.

Of course, the Dummy's two main advantages here are speed (ironically, lol) and soul hax. Unfortunately for the dummy, his soul hax are only going to allow him to inflict minimal damage seeing as he's resistant to it somewhat (and his healing factor also sort of helps there), and his speed advantage is only going to prolong the inevitable as a result. Assuming the Dummy doesn't get tagged by an AoE attack before then, what happens when Dante gets irritated enough to activate the Bangle of Time? A decidedly defeated dummy.
