Alright, so for Gibari, virtually everything with the exception of explosion manipulation he can do casually. His resistance to some of Dante's stuff can help out a bit, but considering that Dante has the quicksilver and doppelgänger to overwhelm Gibari, the over 2X AP advantage, as well as arguably better range with his guns, Dante would likely take this in the long run.

Last I checked Dante doesn't have anything that naturally decreases his luck

I always thought he had horrible luck and it was shown in gambling. During anime when he got item that boosted his luck, he easily defeated most of his opponents.
