Currently, Byakuya Togami is listed as Superhuman with Relativistic+ reactions, and Aoi Asahina is listed as Superhuman with Hypersonic+ reactions. I don't believe either of these are correct. I believe Byakuya should be changed to Superhuman, and Hina should be changed to Hypersonic+ with Relativistic+ reactions, and I have solid reasons for believing this.
I'll start with Byakuya. He's listed as having Relativistic+ reactions because he "should be the same as Komaru Naegi and Guard Monokuma Units who could react to shots from the Hacking Gun". I looked and found the scene this is likely referring to. He is telling Komaru to go, and then a monokuma unit launches at them, and Byakuya shoots it. This must be where him being faster than Komaru and the Monokuma units came from, but looking further at the scene shows why this assumption isn't correct. First off, he doesn't show to be faster than Komaru. Yes, he shot the unit before she did, but that's only because she didn't shoot it at all. Rather than aiming to shoot it, she cowers in fear (as you'd expect a girl with a normal life to have done in this moment). He didn't really outspeed the unit, just shot it as it launched at him. The Monokuma units only move at Superhuman speeds, and since even Yasuhiro has Superhuman reactions, someone like Byakuya should have ample time to react to this unit, especially given how far away from him it had been.
To even further back this, and bridge us into our next character we'll be going into, Hina can speed blitz Byakuya by slapping him. You can even see this from the anime perspective (although that specific video isn't available in some countries). It's not like Byakuya didn't have a chance to react, he was looking at her in both versions, and there was some distance between them (at least in the anime version). This shows that Hina is too fast for Byakuya to react to her, and that Hina is a good deal faster than the lower tiers in Danganronpa. So unless HIna is Relativistic+, then there's no way Byakuya's reactions are that fast. So he should be lowered to simply Superhuman.
For evidence as to why Hina should be raised to Hypersonic+ with Relativstic+ reactions, we need to look at her fight against Juzo. She used to scale to his speed and strength, until it was decided that she didn't scale. However, I think the reasons this was decided don't truly reflect what happened in the fight. It's stated in her profile that she "can briefly keep up with Juzo". To state my reasons why I disagree with this assessment, I'll give a brief recap on the fight; They both grab weapons. She mocks him for needing a weapon against her. He says he doesn't want to waste his fists on her. They begin attacking and dodging each other. No one's attacks actually land. It cuts away to a few other scenes. We cut back. He tries to attack her, misses, ans his weapon gets embedded in the ground. She hits her weapon, which is forked, over his, making it even more trapped. He shows frustration. Then Seiko and Gekkokahara crash into the room, and Hina and Makoto escape.
It makes sense for Hina not to scale to his strength from this. Neither of their attacks land. She pins his weapon, but his weapon was already stuck in the ground due to him embedding it, she just made it even harder for him to pick it up. However, in terms of speed. The two are completely even, attacking and dodging each other's attacks with the same ease. If anything, Juzo is struggling more than she is, and she's winning due to her speed. And the wiki says the fight is brief, but we don't really know that. The Danganronpa anime in general often cuts away from fights. I've heard they didn't want fights to take away from the story, but don't quote me on that. The point however is that we don't know how long the fight was; just that Hina was absolutely on par with Juzo speed wise. Another reason I heard stated as to why Hina doesn't scale to Juzo's speed is that he's at a disadvantage due to not being able to use his fists. However, he should still be Hypersonic+ with Relativistic+ reactions. He may just be slightly easier to fight since it isn't his usual method of combat. It isn't Hina's normal sport either, and she's still outspeeding him.
TL;DR, Byakuya should be moved to Superhuman, and Hina should be moved to Hypersonic+ with Relativistic+ reactions
Note: If Hina is upgraded, Yuta should be upgraded along with her
Also: I imagine Akane should scale to this, given that Nekomaru referred to her as the fastest athlete he knew. Whether this includes Hina is up for debate, but especially given how much he struggled with her speed, I don't know why she isn't listed as having Relativistic+ reactions
