Xeelee:
- Better conventional weapons
- Their reasoning for 2-A is better than the Daleks
- Slightly better unconventional warfare
- Probably not getting past the Transduction Barriers(?)

Daleks win. I am revising the Time Lords and it was stated that during the time war, the Daleks and Timelords technologies were being interchanged and stolen so much they could not differentiate each other. Timelords have Atron Cannons which can tear apart chronovores, and their tardises working together can cut off sections of the universe and defeat the Quantum Archangel.
