What tier would someone get for severing another human's arm off at the elbow? This means a karate chop to the elbow that cuts off the forearm.

Regular human if you ask me. Cartel and some african videos make it look so easy with those machetes. If you mean actually cutting with their hand, anime style chop with ease, then it sounds like street level.
