Would it be feasible to assume two seperate user FC/OC verses that have Tier 0's of their own, that crossed over, could have the Tier 0's interact, or no, since there is the illogical reasoning that you can't have two 0's in any given verse?

Yes, they are, both Tier 0's, but have different identities and roles in their respective verse.
