So a Character is stated to have created The Parameters of his world like it was data.

He defined its gravity, the tempature of stars, how long days are, and the seasons along with how fast time moves. It is later stated that he was the one who introduced these elements and concepts to the world.

Would this qualify for Law Manipulation and Conceptual Manipulation?
