Combat versus Reaction Speed

Sorry I'm a little new so I'm still not sure quite how we determine whether speed is reaction only.

For instance, Lara croft can dodge single lightning attacks so she has MHS reactions, but the last airbender verse does the same thing but gets combat/reactions.

Shouldn't they in this case also be reactions? They consistently demonstrate lower speeds while dodging/fighting other things (eg. arrows, explosions, robots) and their lightning redirection/dodging is also a single high speed action. Can someone explain? Thanks!
