Frank is like 3000 KJ last I checked from scaling to Chuck's helicopter feat and his weapons scale above that

Guess I can put some points in for both fighters to get the ball rolling

Loid

• Higher AP, iirc he's casually 6 megajoules to Frank's 3
• Far higher LS meaning he can easily win a grapple, is also adept in pressure point striking to disable a foe
• Greater overall combat skill, Frank is no slouch to fighters who use stealth such as Cliff or high ranking military people but Loid's feats are no doubt superior
• Analytical prediction will make it hard to tag him in a gunfight and if Frank tries to track him down Loid is far greater in stealth

• Has healing that will keep him in the fight
• Some of his weapons are an instant win if he tags Loid with them such as magic wand, holey terror, frequency gun, super bfg etc
• Has drinks that can amp his movement speed or make him invulnerable for a period of time
• Suits that let him amp in various ways

Yeah looking at his, I'm voting for Loid.

Sure Frank has one-shot options, but they don't mean much when he can't tag Loid with his AnalPre. Loid eventually puts a bullet in his head or can simply use stealth to sneak around. Although Frank's invulnerability might be a issue
