Okay so since now citation is practically mandatory for Marvel and DC I think we should try focusing on well adding citation to existing pages as they're the highest priority to getting those added
Now I personally believe we should have a priority list for the pages so it'll be more manageable
Top priority: pages that have scans for nearly all powers or explanations for them
Examples: Mettle, Heinrich Zemo, Post Crisis Superman
Second Priority: pages that are high tier or important but lack scans or explanations in certain sections
Captain Atom, Beyonder (Pre-Retcon) and all other 1-As in Marvel and DC (Assuming they lack proper scans and explanations for powers and such)
Third Priority: No scans or explanations in certain sections and aren't important
Howard The Duck, Wendigo and so on
Now the main problem will be people like core Justice League and Avengers members who have tons of appearances to sift through, so my suggestion is to first tackle the smaller characters and being opportunist and grabbing citation for other characters you come across that way we decrease the load of reading for characters like Superman or Thor.
In worst case scenario where we fail to grab all the needed citation we can split the reading between several users for the character in question to manageable pieces.
After we're done with that we could start (At least for comics) to start enforcing a stricter regulation in regards to pages made and the citation in them
