most low 1-C characters can be upgraded to 1-A if not addressed already.
This is going based off of their Low 1-C Jusftication which would be used to also justify new 1-A

Because right now, the profile is redacted in such a way that it would grant Alice 1-A rating. However, if we were to separate the real world Alice key with the Wonderland one, it would be a reality equalization situation and therefore not make her 1-A.

As I said, the current state of the profile + abusing the standards would definitely make her 1-A, which would be very wrong.
