Causing a power outage, can it be calculated?

You know, I have seen this a few times.

If a character (Let's say by powering up or something) causes a city wide power outage, it can be calculated?

To avoid other stuff, the character by powering up doesn't cause a quake or the character doesn't have electricity manipulation.

It doesn't look like it can be calced. The situation looks to vague for the user to be calced. For all we know, his/her powering up may destroyed some electric wires underground, causing a chain reaction to the whole city.
