I'm on a tablet and I seem to be able to. The button that says 'Comments' opens the section up when I tap it.

Strange. I don't like to use my phone for this site (since even the supposed 'mobile version' of this place runs horrendously slow on my Android phone) but the few times I have, I don't remember running into any problem like that.
Perhaps the button itself is located somewhere other than where it usually is? If that isn't the case, then maybe try using the 'request desktop site' feature for a brief moment to see if it's still missing...If you're confident your phone's browser can handle the desktop version of this site without crashing, that is.
