But he could gain immo type 9, Abstract existence 1 for true form and 2 for fake form, maybe if the fundation is a void he could get Nep 1 or 2.

So now you need to define the nature of this "fundation".
Is this a random question or is from some actual verse? (Can you give the name of the verse in case?)

Depends on how they're a "foundation" of it, since that itself can come in many forms. Some examples:

• A 1-A Void can be the foundation/ground of a 1-A Reality.
• A Space-Time Continuity can be the foundation of a Physical Reality.
• A Concept can be the foundation of its objects in Reality; the biggest one would be "Concept of Existence" or the like, serving as the foundation of all existence inside some structure.
• "Information" [Type 2] is technically the foundation of any single level of Reality.
• A Law can be the foundation of something in Reality or reality itself.
• Taiji is the Nondual ground of Duality/Distinctive Reality.

In essence, the character would get general abilities like Omnipresence [Sometimes Limited] and Immortality Type 9 [Obvious]. Some other abilities would be Abstract Existence on Law/Information[Type 2]/Concept [Minimum Type 2, can be Type 1 as well if the foundation existed before Reality].
You could also get Nonduality [Type varies heavily on context] if "Universe" has some known dualities.
