Can higher attack potency be beaten?

Say this for example, is it possible for Amerterasu to beat Dante since it has a ludicrous speed and Hax advantage? Of course I mean in general not just this.

Well if you take a character like Medaka Kurokami who is basically hax galore then yeah AP doesn't matter much, like at all.
