Can "Hard Mode" be considered canon?

In a game there are only two modes, normal and hard. The second is only unlocked after completing the game for the first time.

Can hard mode be considered canon or something? Because there are some different mechanics in each mode, for example the fact that enemies can dodge bullets at close range in hard mode, while in normal mode this does not happen.
 
I think there would be hard mode keys, helps if the game itself acknowledges hard mode as canon or something
 
Do we have an example profile where "Normal mode" and "Hard mode" are treated as different keys?
 
We normally avoid using game mechanics for scaling; but if hard mode also comes with special cutscenes giving more context; then those bonus cutscenes could be canon.
