CAN A LOW TIER CHARACTER HAVE A HIGH TIER HAX?

Let's say there is a character, he is a fictional character in a fictional book in a fictional world, he is approximately tier 11, right? Well, it turns out that his Hax is Plot Manipulation. Well, his Hax is able to "tear" the reality outside his world (the world above the fictional world where his book exists), and change it into a narrative that he can change at will. However, strangely enough, people outside the book world cannot manipulate him, and he is also said to be "like a word, even if its meaning is erased, it will still exist, not in a state of not being either".
 
His tier would still be 11, but the hax would be higher, as per the fact that there are examples of it.

To make it short and sweet: yes.

EDIT: Actually, this could end up making him a higher tier depending on what that plot manip can do, like if he can destroy or warp the higher world in full. Maybe not in actual durability and existence, but AP.
